Pursuing a nuclear weapon-free world: the UN Secretary-General's Five Point Plan on nuclear disarmament.
On United Nations Day Oct 24, 2009 UN Secretary-General Ban Ki-moon released a Five-Point Proposal for Nuclear Disarmament. The proposal combines incremental measures and more comprehensive proposals to provide a plan that could be agreeable to all States.
In 2010 the States Parties to the Nuclear Non-Proliferation Treaty agreed by consensus that all States should make special efforts to establish the framework for a nuclear weapon free world noting the Five Point Proposal of the UNSG.
The Inter Parliamentary Union adopted a resolution in 2014 supporting many of the points in the plan including the call for negotiations on a nuclear weapons convention or package of similar agreements.
The proposal is also guiding the work of the UN Open Ended Working Group on Taking Forward Multilateral Nuclear Disarmament Negotiations, which is deliberating in Geneva.
Mr. Kim Won-soo assumed his position as Under Secretary-General and High Representative for Disarmament Affairs on 1 June 2015.Prior to taking on this post, Mr. Kim served as Assistant-Secretary-General and Special Adviser to the Secretary-General since January 2007.
